Citibank absurd regulations and clueless customer service - Citibank Debit Visa Account


I've just started out as a new Australia Citibank Plus customer with a debit visa account. In Australia i prefer to use savings rather than credit as it attracts a surcharge fee. When I realised my savings daily limit withdrawal was only a $1000 I requested for an increase of unlimited funds to my money. The customer service said he can only put a request through for $3000 and will return my call for an answer within an hour but I never heard back from him. Within that hour my purchase was declined due to overdrawn. I had no choice but to use it as a credit purchase and was incurred a surcharge. I rang Citibank and spoke to another customer person and she said my request was rejected due to the fact that I was a new customer. When I asked how long will it takes before my savings withdrawal limit will be increased in which she replied it depends, followed by I don't know. I then told her to make a note that I will cancel my account if they do not abide to my request and requested for a reference number or receipt number to the call. She said they do not have any of those which I think is totally absurd. I said next time when i call, do I have to repeat everything all over again? She replied 'I'm sorry'. This is totally a joke! I can not withdraw my own money and they do not give out reference numbers! Makes me think what are they doing with my money? I'm currently searching for a customer friendly bank and will feedback to my family and friends not to bank with Citibank at all.
